Cheney issues warning to Russia 11 Aug 2008 U.S. Vice President [sic] Dick Cheney said Russia faces serious consequences with the United States and its allies if it continues attacks against Georgia. A Cheney spokeswoman said the vice president told Georgian President Mikheil Saakashvili that Russia's actions "must not go unanswered," CNN reported Monday.

'Oil, Israel and Iran' Among Factors that Led to Georgia War 10 Aug 2008 Analysis of the war in Georgia points to a fight over a major oil route as the main reason for hostilities, but also to an Israeli connection. The Jewish state and private investors have provided military assistance and advisors to Georgia, where pipelines pump oil destined for Israel. A new pipeline is being built to bypass Russian territory. The Ministry of Foreign Affairs said that Israeli companies in Georgia have begun evacuating their staff and that Israeli tourists are leaving for home.

Russia says Georgian troops in S.Ossetia surrendering 11 Aug 2008 Georgian troops have been surrounded in South Ossetia and are surrendering, a senior Russian military official said on Monday. "Russian troops are currently disarming the surrounded Georgian forces in South Ossetia," Col. Gen. Anatoly Nagovitsyn, deputy head of the General Staff, told a news conference. Russian troops are currently forcing all Georgian troops out of Georgian-populated villages in the east and west of the breakaway region, he said.

170 Americans Evacuated From Republic of Georgia --Georgian President: Russian Troops Have Cut Country In Half 11 Aug 2008 The State Department said it has evacuated more than 170 U.S. citizens from Georgia as the conflict over separatist areas there intensified between Georgia and Russia. A spokesman said Monday that two convoys carrying about 170 private U.S. citizens along with an undetermined number of family members of American diplomats based in Georgia have left Tbilisi on their way by road to neighboring Armenia.

Peacekeepers say Georgian forces shelling apartments in S.Ossetia 10 Aug 2008 Russian peacekeepers in Georgia's breakaway republic of South Ossetia said on Sunday that Georgian forces remain in the region, and are shelling apartment blocks in the capital. Georgian Interior Ministry spokesman Shota Utiashvili earlier said Georgian forces had fully withdrawn from the separatist province.

Reports: Russia sinks Georgian ship trying to attack Russian navy ships 10 Aug 2008 Russian news agencies say the Defense Ministry claims to have sunk a Georgian missile boat that was trying to attack Russian navy ships in the Black Sea. The Defense Ministry refused to comment on the Sunday reports to The Associated Press and Georgian officials could not immediately be reached. If confirmed, the incident could mark a serious escalation of the fighting that has raged between Russia and Georgia over the separatist Georgian province of South Ossetia.

It was at this point that the U.S. government published inflated and unsubstantiated numbers alleging that the Caspian region held over 100 billion barrels of oil reserves which required our immediate political attention. It was also at that point that President Clinton's adviser on Russia and the Caspian, under- secretary of state Strobe Talbott, delivered his first major policy speech dealing with the rugs Caspian. When the countries of the Caspian region began to turn their attention toward Iran as an exit route for their oil and gas, the United States granted their leaders official visits. Between July 1997 and April 1998, Presidents Aliyev of Azerbaijan, Nazarbayev of Kazakhstan and Niyazov of Turkmenistan, all passed through Washington to hear the U.S. government lecture them about alternative export routes. By November 1997, east- west oil routes and the Baku-Ceyhan pipeline, bypassing Iran, had become the new religion in the Washington policy- making community. A carpet TransCaspian gas pipeline was touted as the solution for Turkmen gas to access Turkey, so as to avoid Iran. When Azerbaijan was unlikely to be able to provide all the oil that was needed to fill a one-million-barrel-a-day oil pipeline, a TransCaspian oil pipeline from Kazakhstan was seen as the solution that would complement a Baku-Ceyhan pipeline and provide the additional oil. Resolving regional conflicts in Nagorno- Karabakh and Abkhazia became another U.S. imperative. Never mind that as a country, we were unable to solve our own differences with area rugs Iran, a conflict which has a much shorter history than these other regional conflicts. The United States has been determined to end these conflicts in order to construct multiple east-west pipelines (oil and gas), which we see as being in our best political interests. The United States will also mediate the Caspian Sea dispute between Azerbaijan and Turkmenistan, to which a resolution is essential for a TransCaspian gas pipeline to even be considered.

Christopher Torchia, The Associated Press: "Russian President Dmitry Medvedev signed a truce with Georgia on Saturday, a definitive step toward ending the fighting there despite the uncertainty on the ground reflected by Russian soldiers digging in just 30 miles from the Georgian capital. The agreement was signed by Georgian President Mikhail Saakashvili the day before. It calls for both sides forces to pull back to positions they held before fighting erupted August 8 after Georgia launched a massive barrage to try to take control of the Russian-backed separatist region of South Ossetia. The Russian army quickly overwhelmed the forces of its small US-backed neighbor and then drove deep into Georgia."

MOSCOW/TBILISI (Reuters) - Russian President Dmitry Medvedev ordered a cease fire in Georgia on Tuesday, but U.S. officials could not confirm fighting had stopped and threatened Moscow's membership in important global clubs.

The United States also cancelled a joint naval exercise with Russia to show its disapproval of Moscow's military actions in Georgia, U.S. officials said.

"There is no way in good conscience that we could proceed with a joint naval exercise given the state of this crisis," a senior U.S. defense official said on Tuesday, speaking on condition of anonymity as no official announcement has yet been made.

The United States would like to see Russia's plans to integrate into international organizations succeed, but "that's what's at stake when Russia engages in behavior that looks like it's from another time," the official said.

The fighting erupted when Tbilisi tried to retake by force the pro-Russian region of South Ossetia last week. Moscow responded with a massive counter-offensive.
